Eligibility Conditions of Buying Executive Condominium (EC)

What are the EC eligibility conditions?

You and any other applicants and essential occupiers need to meet several eligibility conditions such as

  • Citizenship
  • Age
  • Income
  • Property ownership

  • Main applicant must be a Singapore Citizen and above 21 years old, co-applicant can be a Singapore Citizen or Singapore Permanent Resident.

  • Both applicants must be either First Timer or Second Timer (Existing Owner/Ex-Owner of HDB Flat).

  • Applicants must form a valid family nucleus to buy the EC under one of the HDB’s eligibility schemes: Public / Fiance & Fiancee / Orphan / Joint Singles (min 35 yrs old).

  • Applicants combined household gross monthly income must not exceed S$16,000.

  • Applicants and occupiers listed in the application form must not own or dispose of any private property within 30 months before the date of application and between the application date and the date of taking possession of the EC.

  • Applicants and occupiers have not bought two housing units before (a flat directly from HDB, resale flat with CPF Housing Grant, DBSS flat from developer, an EC unit from developer).

  • Second-timer applicants who are Existing Owner or Ex-Owner (a flat, resale flat with CPF Housing Grant, DBSS flat from developer) must meet the 5-year Minimum Occupation Period (excluding any period of subletting of whole flat) before application of a new EC.

Which EC eligibility scheme do I apply under?

You can apply for a New EC under one of these eligibility schemes:

  • Public Scheme
  • Fiancé/Fiancée Scheme
  • Orphans Scheme
  • Joint Singles Scheme
  • Public Scheme
  • Fiancé/Fiancée Scheme
  • Orphans Scheme

Public Scheme

You form a family nucleus with any of the following:

  • Spouse, and children (if any)
  • Parents, and siblings (if any)
  • Children under your legal custody, care and control (if widowed/divorced#)

#If the care and control of your children under the age of 21 is shared with your ex-spouse, you must obtain his/her written agreement before you can list your children in a flat application.

No change of people listed in the application

Applications under this scheme are only valid if there are no changes to the people listed in the application. This means that in the case of a break-up, you are not allowed to subsequently include the name(s) of a new fiancé/fiancée or your parents in the application, even if your ex-fiance/fiancée agrees.

Fiancé/Fiancée Scheme

You form a family nucleus with your spouse-to-be.

Solemnisation of Marriage

Under this scheme, you need to solemnise your marriage and submit a photocopy of your marriage certificate to the developer within 3 months* of collecting your keys to the EC unit.

*Applicable for Option To Purchase granted by property developer on or after 1 May 2018

Written parental consent needed if spouse-to-be is 18 years old and above, but below 21

  • That person can only be listed as an essential occupier in the flat application
  • Written consent from that person’s parents/ guardians must be submitted during the EC selection appointment.

Special Marriage Licence needed if spouse-to-be is below 18 years old

Following your flat application, you must obtain a Special Marriage Licence from the Ministry of Social and Family Development and submit it during the EC selection appointment.

No change of people listed in the application

Applications under this scheme are only valid if there are no changes to the people listed. That means that, in a case of break-up, you are not allowed to subsequently include the name(s) of a new Fiancé/Fiancée or your parents in the application, even if your ex-Fiancé/Fiancée agrees.

Orphans Scheme

You and your siblings (those applying) are orphans and single, i.e. unmarried, divorced, or widowed:

  • All of the siblings that are single must be listed in the same application
  • At least 1 of the deceased parents was a Singapore Citizen or Singapore Permanent Resident

Please note that under the Orphans Scheme, siblings are not allowed to buy or rent flats separately.

Joint Singles Scheme

You and up to 3 other co-applicants, and all of you are:

  • Single (unmarried, divorced, or widowed)
  • Singapore Citizens
  • At least 35 years old
  • Applying jointly as co-applicants

The CPF Housing Grant for singles is not available when buying an EC.

What is the EC income ceiling?

Your average gross monthly household income must not exceed $16,000

Income/ allowance that will be considered for income assessment

  • Allowances/ overtime pay (fixed/ variable) received on a regular basis (e.g. allowances for food, transport, laundry, uniform shift work, etc.)
  • Claims / reimbursements
  • Director’s fee
  • Employees’ benefits e.g. birthday incentives, marriage tokens, etc. Incentives
  • Overseas cost of living allowances for working persons
  • Pupillage/ Stipends received on a regular basis for work conducted for the educational institute, during full-time studies

Income/ allowance that will not be considered for income assessment

  • Alimony/ maintenance fee
  • Bonuses
  • Annual Wage Supplement
  • Dividend income/ interest from fixed deposit/ savings accounts
  • Employees’ share options and other non-monetary remuneration
  • National Service allowance
  • Overseas allowances for applicants on scholarship
  • Pension
  • Rental income

What are the income documents to submit for EC application?

To assess the average gross monthly household income for your EC application, you and any other applicants and essential occupier will need to prepare specific documents depending on your nature of employment. Also, please note that some forms of income/ allowance are not included when assessing your household income.

Proof of Income

For your EC application, you and the other applicants and essential occupiers will need to get ready the following documents upon booking:

  • Employed Person
  • Self-employed
  • Unemployed Person
Employed Person

If you are employed (with CPF Contributions):


  • Latest Notice of Assessment from IRAS (NOA);

and

  • CPF contribution statement for the 12-month period ending 2 months before the month of application;

or

  • Payslips for the 12-month period ending 2 months before the month of application (for further verification of income where necessary);

or

  • An income letter from your employer (which must show either the company's letterhead or stamp and the name and job title of the person signing it) on your gross monthly income for the 12-month period ending 2 months before the month of application (for further verification of income where necessary).

Self-employed

If you are self-employed or employed (without CPF Contributions):


  • Latest Notice of Assessment from IRAS (NOA);

and

  • Valid Accounting & Corporate Regulatory Authority (ACRA) computer information (business profile) and valid license of business or trade (where applicable);

and

  • Undertaking to confirm the average gross monthly income for the 12-month period ending 2 months before the month of application;

or

  • CPF contribution statement for the 12-month period ending 2 months before the month of application (for further verification of income where necessary).

Unemployed Person
  • Latest Notice of Assessment from IRAS (NOA);

and

  • CPF contribution statement for the 12-month period ending 2 months before the month of application;

and

  • Undertaking to confirm the employment status and the period of unemployment/previous employment within the assessment period (if it applies).

If you are unemployed, we will work out the average income based on the actual number of months you have worked.

  • A valid copy of a Student Pass or letter from the school, college, institute of learning for persons aged 16 and above, to confirm full time student status.
